Committee Review Is Not File Administration
Certification committee members are appointed to evaluate whether the evidence supports a certification decision. Yet in many CBs, a large part of their time is spent finding the evidence.
The audit report is in one folder. Corrective-action evidence is attached to an email. The signed meeting form has a different filename. The latest scope wording is uncertain. The committee member starts by reconstructing the file.
That is not an efficient use of qualified decision-makers.
Readiness Should Be Tested Before Routing
Before a file reaches the decision stage, the system should know whether prerequisite work is complete.
Required reports should be present and signed. Nonconformities should have the required status and evidence. The audit trail should identify the team and reviewers. The scope, standard, sites, and accreditation context should be consistent.
If a requirement is incomplete, the file should remain visibly blocked instead of being sent forward with an explanation hidden in email.
